The New Zealand government has officially introduced online casino legislation, marking a key step forward for the country’s oversight of the industry.

The Online Casino Gambling Bill will offer up to 15 licences for online gambling operators, who will be allowed to advertise but with restrictions.

Unlicensed operators will be fined up to NZ$5m and prohibited from the market.

The bill, introduced to the House of Representatives by minister of internal affairs Brooke van Velden on Monday, will progress to the select committee process later this year.

Van Velden said the legislation will “prioritise harm minimisation, consumer protection and tax collection.”

Elsewhere, amendments to the Racing Industry Act 2020 have received royal assent.

The changes include giving more power to TAB New Zealand’s existing exclusivity for land-based racing and sports betting to include online gambling.

The amendments also prevent unlicensed offshore operators from offering wagering services to New Zealanders.

Entain, which operates in New Zealand through the 25-year strategic partnership between Entain Australia and TAB New Zealand signed in 2023, welcomed the move.
