Betfair has complained to the European Commission about Germany's draft gambling legislation.

The gaming liberalisation plan drawn up by most of Germany's regional governments is supposed to open up the sector in the country. However, according to the Financial Times, UK-listed Betfair believes the updated draft still favours state companies through selection criteria and concession requirements.

Fifteen of Germany's 16 states agreed a draft treaty to regulate gambling after the European Court of Justice ruled last year that a monopoly went against market access rules. In response to the commission's criticism of the states' initial response, the proposals were extended last month.

The states are hoping to get their proposals approved by Brussels in time to be signed by regional political leaders on December 15.
