The Registrar of the Alcohol and Gaming Commission of Ontario has sanctioned three AGCO-accredited online operators for allegedly offering games it had not approved and which were not certified by an independent testing laboratory registered by the regulator.

The AGCO says LeoVegas Gaming, Bunchberry and Mobile Incorporated are alleged to have broken Standards 4.08 and 4.09 of the Registrar’s Standards for Internet Gaming.

It adds that Mobile Incorporated, which has been handed a CA$30,000 monetary penalty, also allegedly provided uncertified games from suppliers not registered with the AGCO.

Tom Mungham, chief executive officer and registrar at the AGCO, said: “The AGCO holds all registered operators to high standards of responsible gambling, player protection and game integrity, and monitors their activities in the interest of Ontarians.

“A critical feature of our regulatory framework requires operators to only offer games that are from registered gaming suppliers and have been certified by an AGCO-registered independent testing laboratory to meet the highest standards of game integrity.

“Ontarians who choose to play on registered sites need the assurance that the games being provided meet these requirements.” 

LeoVegas and Bunchberry have been handed respective monetary penalties of $25,000 and $15,000. The trio of operators have a right to appeal their Notice of Monetary Penalty.

In a separate ruling, the AGCO has ruled that GotSkill’s skill-based games must not be offered in liquor-licensed establishments in Ontario.

The decision comes after a recent assessment of GotSkill by an independent testing laboratory as well as a unanimous decision by the Ontario Court of Appeal.

The AGCO says that after “extensive assessment” of GotSkill’s offering, the Registrar has concluded that GotSkill meets the definition of gambling and is therefore not permitted under the Liquor Licence and Control Act.
