There are reported concerns for international betting companies who want to enter the German market next year because of changes to online gaming in the country.
According to a report in the Financial Times, international betting companies will face tough rules and could have their operations closed if German customers use websites that are aimed at other markets.
The framework, which is due to be published soon, threatens fines and withdrawal of licences for ongoing violations.
The rule is set to disappoint companies such as 888, Ladbrokes and William Hill and the Financial Times reported last week that Bwin criticised the German gaming plans, saying that it would move customers to the black market.
