Overview

Cagayan is a province of the Philippines in the Cagayan Valley region in the northeast of Luzon Island.

First Cagayan is a private corporation which was appointed as Master Licensor by the Cagayan Economic Zone Authority. Acting as a conduit for CEZA, First Cagayan screens potential locators, carrying out background checks and software tests which will eventually determine whether they can operate.

First Cagayan now represents an opportunity for gaming operators to penetrate the gaming markets of the Asia-Pacific region and the rest of the world.

Licences

First Cagayan is authorised to receive applications for Interactive gaming licenses in accordance with the Interactive Gaming Act 2003. Licenses are available for all forms of interactive gaming including casinos, sports betting, lottery and lotteries.

Application fee is US$40,000 consisting of:
US$15,000 non-refundable deposit payable upon submission of application.
US$25,000 to be paid upon issuance of the provisional or official license, refundable if the application is unsuccessful.

Additional fees:
Gaming levy: two per cent of Gross Win per month from eCasino operations.

$48000 per annum for Sportsbook operations payable upon the issuance of the provisional or official license.

Renewal fee of US$40,000 (US$15,000 of the renewal fee may be offset against the gaming levy payable each year).
US$60,000 per annum for Sportsbook operations payable upon the issuance of the provisional or official license.

Services

The primary purposes of First Cagayan are:

To operate, manage, supervise, establish, own, acquire, purchase, lease tourism-related facilities and activities which include games, amusements, recreational sports, internet games, casinos, golf courses and others.

To establish and set up a Network Operation center/Hub with its internet server including web sites, gaming software, application programs, administrative software, hardware, internet, as well as telecommunication connections, collection payment system and toll free telephone operations, all in connection with the development, operation and conduct of internet and gaming enterprises and facilities.

To regulate and monitor on behalf of CEZA all activities pertaining to the licensing and operation of interactive games.

Tax

Corporation tax rate:
Five per cent for entities registered in the Special Economic Zone.

Additional gaming tax rate:
Two per cent of Net Win computed on a monthly basis.
