It is understood that the local government wants to hire an international consultancy firm to advise on the development and it will study the best practices from parks managed globally by the likes of Disney, Universal and Ramoji.

The committee has the divisional commissioner of Kashmir as chairman, with members including Kashmir's director of industries, director of tourism, secretary of the industries and commerce department and director of general codes at the finance department, reports the Kashmir Reader.

The park would be sited in the 139-acre Tattoo Ground, in the Batamaloo area of the city, which is currently operated by the army. They have been given three months to vacate the premises by chief minister of the Civil-Military Liason Conference, Mufti Mohammed Sayeed.
