The Netherlands Gaming Authority is in the process of consulting interested parties in the industry on whether individual machine offerings qualify as "games of chance."

The process began on December 6 and will continue until January 16. The Authority has set up an "assessment framework" to consider each game and whether it complies with the gambling laws of the country and must therefore be the subject of a licence application. The industry in its entirety has been invited to take up the opportunity to test their machines and games.

The basis for the assessment is the Gambling Act of 1964. The authority says that using the assessment framework will help develop games more rapidly. “The boundary between games and gambling is becoming less apparent. The assessment framework will help clarify this.”
