According to Moscow officials, there has been a rise in online gaming since the ban on casinos and gambling took effect in the summer.
Moscow Deputy Mayor Sergei Baidakov said: "We are seriously concerned about the rise of surrogate technologies. They are the byproduct of imperfect legislation."
Baidakov said the budget had suffered little from the ban on gambling, with tax revenues down only 0.5 percent and only 1,500 workers registered as jobless casino employees.
Meanwhile, police are continuing to raid slot parlors as politicians work to shut down the newly created gaming outlets.
