When creating and selling a game, many factors can come into play in what is the selling point. Many would agree that the gameplay is central to the experience. That being said, there is certainly a distinctive value to adding a theme or license to an existing game.
This can introduce the game to new players who instead take interest in the licensed franchise or can make fans of the game itself buy more versions to complete a collection. This is applicable to large-scale operations such as arcades, or even personal collections.
