The finance ministry of Ukraine has proposed that the operations of casinos, bookmakers' offices and online gambling be legalised.

The draft bill proposes the creation of a regulator - the National Service for Gambling - to organise gambling in the country and issue licences to gambling establishments.

According to the bill, legal entities based in Ukraine with more than €2m in cash, not borrowings, will be able to organise gambling, while a single lottery operator will be created - to be licensed following a tender process.

The bills sets out minimum requirements for the buildings of casinos, namely the required number of tables, slot machines and other equipment, as well as the number of employees.

The cost of a one-year licence for casinos will be €300,000 to €1m, while online casino licences will be €1.5m, it is proposed.
