The voters of US state of New York will decide whether destination casinos can be built in the state, starting with four in three upstate regions.

The state legislature has passed the bill authorising casinos, assuming voters agree in a November referendum. The bill included several last-minute compromises, including dropping the $50m licensing fee in a move apparently intended to encourage Jeff Gural to apply for a casino licence at his Tioga Downs racino.

The bill also sets up a three-way competition for what are likely to be two casino licences in the Catskill Mountains. The likely contestants are Nevele Group, led by Clairvest and Navegante, Monticello racino owner Empire Resorts and Foxwoods.
