A policy that would prevent Japanese nationals from gambling at casinos is being considered by a group of legislators working to promote the establishment of integrated resorts in the country.

The group, chaired by Hiroyuki Hosoda, the executive acting secretary general of the ruling Liberal Democratic Party, is to decide on whether to include such a ban next week.

The ban would likely include a clause specifying that future governments could pass another bill allowing Japanese to gamble in casinos. Tokyo and Osaka are the main targets for the development of casinos in Japan.

When Singapore, which is often viewed as the model for Japan, debated the same issue, it arrived at a compromise requiring residents to pay entry fees to assure only those who could afford it gambled.
