“This is an extremely important day for Crown,” owner James Packer told local media.

“It has taken us four years of constant effort to get to this point and now we can begin building our vision, to give Sydney one of the world’s great luxury hotels.”

Crown chief executive officer Rowen Craigie said the approvals are subject to a number of substantial modifications and conditions, which are being reviewed.

These include increasing the size of a public park, widening a public promenade and allowing public access to a viewing platform on the 65th floor of the casino tower.

Rankin expects to complete and open the resort in early 2021.
