Could Brazil finally be on the cusp of legalising its own gaming industry?

For many, 2022 was the year that could have heralded a real breakthrough for the gambling industry in Brazil. Bill (PL) 442/91, which deals with the legalisation of gambling in the country, was approved in the Chamber of Deputies on February 24. Passing with 246 votes in favour and 202 against, the bill, which would bring various at-present illegal forms of gambling back to the country, was passed on to the Senate for consideration.

At the same time, the 2018 sports betting regulations decree, which would set the regulations for fixed-odds sport betting, arrived at the desk of then-president Jair Bolsonaro. Bolsonaro had made no secret of his reluctance to sign it but, given the popularity of the federal law and the fact that a veto by him would likely have been subsequently overruled, hopes were high that it would be written into law anyway.
