Las Vegas Sands chairman Sheldon Adelson has said he will delay construction of the EuroVegas casino resort in Spain until restrictions on smoking inside casinos are lifted.

Sands plans to build the EuroVegas complex in Madrid. Adelson said construction would not start unless Premier Mariano Rajoy amends laws that ban smoking in most public places. The move is opposed by Spain’s Health Minister, Ana Mato.

Madrid has bowed to other requests made by Adelson, including demands for tax breaks and to allow parents to take their children onto casino floors.
