Penn National has won the first casino licence to be issued in the US state of Massachusetts.

The state gaming commission voted three to two to award the slots-only casino licence to Plainridge harness track. The casino will be managed by Penn. The casino will have 1,250 slot machines.

Various estimates have put the value of the licence for Penn at $1 to $2 a share. The desire to help preserve horse racing apparently helped Penn win.
