MGM has announced it will apply to build a casino in Osaka with local partner Orix.
MGM did not release details, but Osaka wants an $8.5bn investment and hopes to be open in 2024.
More Osaka-based companies are expected to join the MGM-Orix consortium.
Other major operators including Las Vegas Sands, Wynn and Melco Resorts have also expressed interest in Osaka, but MGM says it is committed to an Osaka-first mindset.
Concept submissions are due on May 24, with formal bidding expected in the autumn. A winner should be picked next spring.
