Tokyo won’t be home to one of the possible Japanese casinos even though the 2020 Olympic Games are to be held there, according to Governor Yoichi Masuzoe.

“The city does not need a casino resort,” he is reported as saying. With Japan set to legalise land-based casinos later this year, sparking strong competition for the licences, the big operators which have concentrated much of their efforts in Tokyo may have to look elsewhere now if they are to secure a licence.

The joint venture between James Packer and Lawrence Ho, which wants to spend $5bn developing a Japanese casino resort, may now have to find a new location. Only three licences are understood to be made available before the 2020 Olympics and Las Vegas Sands is the favourite to receive the first.
